1979년 10월 26일 박정희 대통령이 암살된 후, 그는 국가원수 시해 사건에 대한 수사를 담당한 합동수사본부의 본부장으로 이 사건을 해결한 후에, 최규하 대통령을 이어 대한민국의 대통령이 되어 2회에 걸쳐 7년 6개월간 역임했다.
